Buy it also feel apple should support consumers who purchase apple products from places like pawn shops and second hand stores. Since the Activation Lock was introduced, thefts of iOS devices have dropped by as much as 30% in some cities. The reason for that is that a stolen iPhone is not as valuable as it used to be because it can't be unlocked. They are so cheap because they're rather useless. And that's the point. There is no problem with a legitimate second-hand sale. It's pretty easy to check if the phone is Activation Locked. If you can't check because the phone won't power on, because the seller is rushing you, because the phone has a lock code on it, don't buy it.
